Why Waze links open a web page for everyone else
A Waze share link is built for Waze. On a phone with Waze installed it opens the app. On every other phone it opens Waze's web map in a browser tab, with a banner asking the person to install Waze. They can see the pin, but they can't navigate, and most people won't install a second navigation app to read one address.
A Waze link does carry exact coordinates, though. JamShare pulls them out and hands them to whichever map app the recipient taps.
The coordinates are in the link. The only thing missing is a way to open them in another app.
Places and routes
Waze shares a destination, not a route. That's fine: Google Maps and Apple Maps plan their own route from the recipient's position when they open the place. If the Waze link came from the Live Map on the web, it still resolves to a pin.
